Make sure to regularly interact with your followers and maintain high Happiness and Health. A miserable cult leader won't inspire anyone!

In my experience, getting a job as a Religious Leader helps. From there, you can establish your cult, and the game mechanics kind of do the rest. Charge fees and keep up appearances!
