Check your Xbox privacy settings. Sometimes they can restrict voice communication without you realizing it. Go to Settings > Account > Privacy & online safety > Xbox Live privacy > View details & customize > Communication & Multiplayer, and make sure 'You can communicate outside of Xbox Live with voice & text' is allowed.

Make sure your mic is plugged in and the game chat is enabled! Go to Settings > Sound > Voice Chat Channel and set it to 'All'. You'll need to be in the same chat channel as your teammates or other players to hear them.

Just gotta make sure your mic works and that you're in the voice chat channel. Also, check if you've muted other players.
