Honestly, sometimes the problem isn't on your end. If you've checked your settings and everything is in order, your teammates might not have their mics set up correctly. Try asking them to check their own settings in-game. I've had a few matches where this was the case, and as soon as everyone sorted out their settings, communication was smooth sailing!
First things first, make sure your headset is properly connected and your computer recognizes it. Then, in Valorant, hit 'ESC' to bring up the main menu, go to the 'Audio' tab, and check if 'Voice Chat' is enabled. Ensure the 'Team Voice Chat' volume is turned up too. Sometimes, it's just a case of the volume being too low. Also, check your Windows sound settings to ensure Valorant has permission to access your microphone. And don't forget, press 'U' to use push-to-talk during a match!
Might sound silly, but check if you accidentally muted your teammates. It happens more than you'd think!
