Open the game, hit the pause menu, go to Settings, then Multiplayer. Set your game to 'Friends Only' or 'Invite Only' to start hosting!

Just launch State of Decay 2, pause, select Multiplayer from the menu, and change your session to Friends Only or Invite. Easy peasy!

From personal experience, make sure you're friends with the people you wanna play with, then set your session to 'Friends Only' in the Multiplayer settings. Works every time!
