Just copy the save file from `C:\Users\[Your User]\AppData\Local\DBXV\Savedata` and paste it in the same folder on your new PC.

If you're transferring manually, locate Dragon Ball Xenoverse save files in `C:\Program Files (x86)\Steam\userdata\[your user ID]\323470` and backup the files. Transfer them to your new PC in the same directory.

Super easy, head to your save file location, usually under `C:\Program Files (x86)\Steam\userdata\[your user ID]\323470`, and copy the files to the same directory on the new PC. Make sure Steam Cloud Sync is enabled too!
