Easiest way: just go to the Character Pool menu in XCOM 2, save your created characters, and then import them when starting a new game.
To import your created characters in XCOM 2, you need to use the Character Pool. First, create and save your characters in the Character Pool in the game. Then, when starting a new campaign, select 'Import Character Pool' option to bring them into your new game.
Honestly, just save them to the Character Pool and then import them from there in your new campaign. Simple as that!
