You can import characters by copying your character pool file found in 'Documents\My Games\XCOM2\XComGame\CharacterPool\Importable' and then importing it in-game from the Character Pool menu.

Easiest way: just go to the Character Pool menu in XCOM 2, save your created characters, and then import them when starting a new game.
