Honestly, just mess around. GTA San Andreas is a game, so have fun! Do crazy stunts, drive off cliffs, and try to evade the police at high speeds. It's a great way to learn vehicle control without the boredom of too much structure.
Cheats. I know some folks might not like it, but using cheats to spawn different vehicles and create weird, challenging driving conditions helped me improve. Isn't exactly traditional, but it's definitely fun!
