I maxed out all my friendships by doing a mix of Parallel Quests and Mentor-specific missions regularly. It requires patience but it’s worth it when you get those sweet mentor skills!

Honestly, just spam the same Parallel Quest with the mentor you want to max. It'll get tedious but it works!
