Reboot your router and PS4. Sometimes, a good ol' restart does wonders for your internet speed!
Hot take: It's not always your PS4 or internet; sometimes it's just PlayStation Network being slow. Try at a different time of day.
I've switched my DNS settings to Google's (8.8.8.8 and 8.8.4.4), and it improved my PS4's internet speed. Might be worth a shot!
