To increase your max crew in Starfield, invest in the 'Commerce' and 'Leadership' skills in the Social skill tree. These will let you hire more folks for your ship!
Just upgrade to a bigger ship! Larger ships have more crew slots by default, so go shopping!
I maxed out my crew by grabbing the 'Leadership' skill right off the bat. It's essential if you want a big, capable crew.
