Just find those perk cards as you level up. It's the only way. No shortcuts in the wasteland.

Simple, my friend. Level up, snatch those perk cards (Picklock -> Expert Picklock -> Master Picklock), and don't forget about your Perception. Higher Perception = more cards equipped = legendary lockpicker.
