In my experience, focusing on hatching eggs can yield higher IV Pokemon. Try walking more and hatching those 10km eggs for the best chances!
Boosting IVs isn't possible directly, but you can catch as many of the same Pokemon as possible and evolve the best ones.
Forget IVs. Just catch 'em all and have fun!
