Increasing your population in Fallout 4 is all about being a great overseer! First, make sure you have enough beds and food for new settlers. Nobody wants to move to a place where there's nowhere to sleep or nothing to eat. Second, keep your settlement's happiness high; happy settlers tend to attract more people. Lastly, don’t forget to turn on the Recruitment Radio Beacon in your settlements. This beacon broadcasts the charm of your settlement across the wasteland, bringing in new folks!

Honestly, just focus on making your settlements nice. I pimped out Sanctuary with all the amenities, cranked up that beacon, and settlers came flocking like it was the apocalypse's hottest hotel. Worked like a charm!
