Then, pair up male and female Dwellers in living quarters and let nature take its course - babies boost your population! Also, don't forget to use the radio room to attract new Dwellers from the wasteland. It takes time, but keep those living quarters busy, and your population will grow.
Babies are cute and all, but have you tried just opening more Lunchboxes? Sometimes you get new Dwellers, among other goodies. Sure, it's a bit random, but so is life in the wasteland.
