Just hunt Eidolons at night in PoE for Sentient Cores and trade them with Quill Onkko. Easy peasy!
Remember to gather Cetus Wisps and Breath of the Eidolon too. They're needed for crafting Amp parts which will help in those fights!
To rank up with the Quills, you need to gather Sentient Cores by defeating Sentient enemies, especially at the Plains of Eidolon during night-time Eidolon hunts. Exchange these cores with Quill Onkko in Cetus!
