Been playing for years, and the best strategy I've found is to both upgrade existing Medbays and build new ones as your vault grows. This keeps your dwellers healthy and ready for whatever the wasteland throws at them. Trust me, nothing's worse than running out of stimpaks during a crisis.
Just build more Medbays, duh. More Medbays = more stimpak storage. It's not rocket science.
