You go to the 'New Run' screen, press the input button (which differs depending on your platform), and type your seed code. Done and done!
To input a seed in The Binding of Isaac, just go to the 'New Run' screen and press the appropriate button prompt for 'Input Seed' (usually the Tab or Select button depending on your platform)! Then, type in your desired seed and you're good to go!
