To get the Package Manager on your PS3, you need to have custom firmware (CFW) installed. Once you have the CFW, you can access the Package Manager through the Game column in the XMB menu. Happy gaming!

Install Rebug CFW on your PS3 and then look for Package Manager under Game -> Package Manager. It's that simple!
