Just get Reshade, link it to Starfield.exe, pick the effects you want, and you're good to go!

Download Reshade from their official website, install it, and select Starfield's executable file. Choose Direct3D 10/11/12 during setup and select your desired effects.

I've personally installed Reshade on Starfield! Just grab it from the official Reshade site, install it targeting Starfield.exe, and pick the shaders that make the galaxy pop for you!
