Go to your 'Sonic Generations' game directory, locate the 'savedata' folder, and replace the 'data.bin' file with the one you downloaded. Make sure to back up your original save!

I've done this a ton of times. Download the save file, unzip if necessary, and place it in the 'Saved Games' folder specified for Sonic Generations. Sometimes you might need to restart the game for the save to load.
