You just can't install it on a console; it's for emulators only!

First, you gotta make sure you have Dolphin Emulator installed and the necessary GameCube ISO. Then download the UHD texture pack (find it online, a quick search should help!). Extract the files and place them in Dolphin's 'Load' directory. Finally, go into Dolphin’s 'Graphics' configuration, enable 'Load Custom Textures', and you're good to go!
