Just build houses, lol. But seriously, make a bunch of empty houses and the NPCs will come when you're ready for them. If you've got the basics down and meet whatever specific need they have, they'll move in.
Honestly, attracting NPCs is overrated. Focus on exploring and gearing up. The NPCs will come when you really need them.
