First off, you gotta be in an online session and be the CEO of your own organization. If you've got that sorted, open up the Interaction Menu. Navigate to 'SecuroServ', and select 'Register as CEO' if you haven't already. Then, go back to the Interaction Menu, hit 'SecuroServ' again, but this time choose 'Hire Associates'. From there, you can invite players in your session or friends to be part of your criminal empire. Beware, though, as the life of crime comes with its own set of challenges!

Honestly, it's easier to just join someone else's organization. Being a CEO is too much hassle.
