Make sure you control every settlement in the province. Then the option to issue a commandment will show up in the province panel.
You gotta control an entire province. Then you can issue commandments from the province overview panel. Trust me, it’s a game-changer!
Just own all the settlements in a province, then open the province panel and the commandment button will appear. Easy peasy!
