To issue a commandment, you need to control an entire province. Once you've got the whole province, click the province details button and you'll see the commandment options pop up. Easy peasy!

Just conquer an entire province and then click on the provincial capital to access commandment choices. Simple, right?

You gotta own the whole province first, then click the provincial capital and pick your commandment. Micromanaging: 1, chaotic battles: 0!

After you control an entire province, look for the icon in the bottom-left corner of the screen and click it. That's where you'll issue your commandment.

Control the whole province, then click on the province overview. You'll see commandment options there. Rule with an iron fist, or maybe a golden one!
