You can join a faction in Ro-Ghoul by talking to either the CCG Investigator NPC or the Ghoul NPC, depending on which side you want to join. Just find them in the game's main area.
Just talk to the right NPC! They鈥檒l ask you if you want to join their faction, and bam, you鈥檙e in.
