From my experience, visit the Snow Kingdom, find the entrance to Shiveria, then speak with the racer in the holding area. You'll be sliding on your belly in no time!

Just go to the Snow Kingdom, enter Shiveria Town, and talk to the NPCs. They'll guide you to the race.
Honestly, just get to the Snow Kingdom, and the game will pretty much guide you. No biggie.
To join the race in Super Mario Odyssey, you need to head over to Snow Kingdom and find the town called 'Shiveria.' Look for the big, obvious entrance to the racing room and talk to the big penguin guy. You'll kick off the race from there. Happy racing!
