Listen, just play through the main quest and the opportunity will pop up to join the Vanguard. It's easier than landing a ship on a tiny asteroid.
I joined the Vanguard initially as part of the main storyline. It started with a mission I picked up on one of the space stations. Once I completed it, I met the requirements and was offered a spot in the Vanguard. It's a great part of the game if you love the idea of being a space hero!
