Just start a new account, level up but stay below City Hall 8, and then use your beginner's TP to move to a new server. Done.
Start over, level up a new account, don't go beyond City Hall 8, and then teleport to a fresh kingdom. Easy jumping!
Jumping in Rise of Kingdoms is called the 'Newbie Jumping' method. Create a new account, develop it quickly without using any teleports, and then use your beginner's teleport to move to a newer kingdom before hitting City Hall level 8. Voila, you have jumped!
