Just have your Sim start cooking and cancel the action halfway through. Do it repeatedly until a fire starts. It's a hot mess, literally.

Pro tip from experience: Put a stove in a small room, fill it with lots of burnable stuff, have a Sim cook, and then just wait. Flames await!
