I took down Dumbrosky by using a combination of grenades and a plasma rifle. Took a bit of patience, though. Stay behind cover and take potshots when he's reloading.

Dumbrosky can be found during the mission 'Desperate Measures.' Arm yourself with heavy weapons, aim for headshots, and keep moving to dodge his attacks. Good luck, space cowboy!
Keep hitting him. When he's almost down, rush in for the final blow. Easiest boss, no cap.
