I found it helpful to stay mobile and dodge his attacks while focusing on his weakness as much as possible. Good luck, Tenno!
To defeat Lt. Lech Kril, shoot the coolant tank on his back until it bursts. Then shoot the blue weak spot on his body when he uses his ice hammer attack. Rinse and repeat!
Honestly, just keep focusing on the blue spots and dodging his attacks. It might take a while, but you'll get him eventually.
