Just go for the headshots! Ammo's too precious to waste, and headshots usually do the trick. Works every time for me.
Honestly, avoiding fights is sometimes the best strategy. You don't always have to kill everything. Resource management is key, and running can save you a lot of trouble (and ammo!).
