You need your Sims to be romantic partners for the 'Kiss' option to appear. Then just tap on the Sim and choose 'Kiss.'

To kiss in The Sims FreePlay, make sure your Sims are in a romantic relationship. Select one Sim, tap on the other, and choose 'Kiss' from the romantic interactions. Sparks will fly!

My Sim kissed their partner after becoming 'Dating.' It took a few 'Be Romantic' interactions, but was worth the wait!
