Just glance at that light bar! If it's slowly pulsing orange, you're in business—your DualSense is charging up.

Plug it in and check the light bar. When it pulses orange, it's charging. Easy peasy!

From personal experience, once it's plugged in, the light bar should pulse orange. If not, try another USB port or cable.
