First, you need to build the Neptune Launch Platform using the Mobile Vehicle Bay. Then, gather the necessary materials to construct each section of the rocket. Don't forget to disable the Alien Cannon with the blue tablet before launch!

I built and launched the rocket by building the Neptune Escape Rocket at the Mobile Vehicle Bay and then adding all the required parts. Also, remember to turn off the Quarantine Enforcement Platform before you try to launch or you'll get... a rather explosive surprise.
