Use the command-line argument `-review -noRedscreens`. Open Steam, right-click XCOM 2, then choose 'Properties,' and add those to the launch options. That should skip the 2K launcher.

You can bypass the 2K launcher by adding `-noRedScreens -review` to the launch options in Steam. Right-click XCOM 2 in your library, go to 'Properties,' and in the 'General' tab, find the 'Launch Options' field. Type in the commands there and hit OK. Boom, done!
