Use the in-game settings to turn off the 'Block Notifications When Playing' option. After that, most overlay apps should work.

Simple answer: Go to your phone's settings, find 'Apps & Notifications', then 'Special app access', and enable 'Display over other apps' for the specific app you want to overlay PUBG.

I had this issue too. I tweaked my phone's permissions for each app I needed to overlay. Make sure 'Appear on top' is enabled for each one.
