Cait's a fan of lockpicking and dislikes goody-two-shoes behavior, so keep that in mind. Also, her personal quest, 'Benign Intervention,' is key to maxing out your relationship level with her. Complete it, and you're golden.

Just pick locks. Seriously, Cait loves it when you pick locks. It's the fastest way to her heart.
Jumping into fights and making choices that show independence and a bit of recklessness can also win Cait over. She's not too keen on helping out every settler that asks for it, so maybe don't volunteer for every single 'help wanted' sign you come across.
Don't bother tryna change Cait. Keep to the shadows, pick locks, and stay out of the light. It's the quickest way to get those approval points up. Worked for me, anyway.
