To level up cooking in The Sims FreePlay, just keep sending your Sims to cook their hearts out! Start with simpler recipes and work your way up to more complex ones. The more they cook, the better they get!

From my experience, having multiple Sims cooking at once really speeds things up. Just make sure you have enough stoves and ingredients to keep them busy!
