From my experience, joining a strong alliance and focusing on daily tasks can massively boost your level quickly. Plus, hitting barbarians is a great way to farm some XP on the side.
Focus on completing quests and campaign missions; they give tons of experience points (XP)! Also, make sure to join an active alliance for extra rewards and buffs. Train your commanders by hitting barbarians and participating in events.
If you've got time, just grind those barbarians and consistently use your action points. Easy pickings!
