Focus on main and side quests for a steady flow of XP. And if you're feeling cheeky, persuade or intimidate humans for some extra bonus points. Happy hunting!
Basically, do quests, get XP, and then spend that XP on whatever stats you want to improve on your character sheet. Simple as that!
In my experience, the best way to level up is to complete as many side quests as possible. They often give you more XP than you might think!
