To level up the Local Leader perk in Fallout 4, you gotta have at least Charisma 6 to start. Once you've got that, just head to your Perks menu and, under the Charisma column, find Local Leader. You can then invest perk points into it as you level up. First rank lets you establish supply lines between your workshops, and the second rank lets you build stores and workstations at workshop settlements. Remember, investing in your charisma early on helps a lot if you're looking to build up your settlements.

Just boost your Charisma to 6 and throw your perk points into Local Leader. Easy.

Fun fact, I didn't pay attention to Charisma early in my playthrough and missed out on Local Leader benefits - big mistake! Make sure to plan your build around it if you're into crafting and settlements. Leveling Local Leader changes the settlement game entirely!
