Just farm Sentient enemies and get their cores. Trade those cores at Quill Onkko in Cetus. Simple as that!
Best way is to farm Eidolon Teralysts, Hydrolysts, and Gantulysts during the night cycle in the Plains of Eidolon. These big guys drop Brilliant and Radiant Eidolon Shards which you can exchange for standing with Quills.
I leveled up my Quills by focusing on Eidolon hunts with friends—team up, take down the Eidolons, and the cores you get will level you up quickly!
