Honestly, why bother? Let those frames run wild and free! But if you must, external tools or in-game settings are your best bet.

Just use Steam's in-game overlay (Shift+Tab) to access settings and set a global FPS limit. Saves you the hassle of doing it for every game.

I capped the FPS for my games through the Nvidia Control Panel. Works like a charm and my games run smoother with less tearing. Just right-click on your desktop, open Nvidia Control Panel, go to 'Manage 3D settings' > 'Program Settings', pick the game, and set the 'Max Frame Rate'.

Easy peasy! Just go into the game's settings and look for the display or graphics options. Many games let you cap the FPS right there. If the game doesn't have an in-game option to limit FPS, you can use external software like Nvidia Control Panel or AMD Radeon Settings for Nvidia or AMD graphics cards, respectively. They both allow you to set a max FPS for any game.
