Nope, you can't really 'link' them how you think. You just use the same EA account on both. But don't expect your skins to show up everywhere.
Honestly, just make sure you use the same EA account on both your PS4 and PC when you play Apex. That's literally it. Can't transfer purchases tho, which kinda sucks.
