It's pretty simple: just start Genshin on your PlayStation, head to Settings, and you'll find the linking options in the User Center. Follow the steps there, and you'll be good to go.

You can't link a PSN Genshin account to PC if the account was created on PlayStation. CREATE a new account on PC and start fresh.
