Use the targeting reticle and adjust your view. When you're flying or driving, make sure you're in the right mode and press your lock-on button. Boom, target locked! Easy peasy.

For planes, switch to the ground attack mode and use the targeting reticle to lock onto ground targets. Tanks and other ground vehicles lock onto targets by pressing the designated key (usually C) and aiming at the enemy until the lock completes. It's all about practice and mastering controls!
