From personal experience, using a high-end device also helps. Even with 'HDR' settings, you can often push a stable 60 FPS with 'Extreme' frame rate.

Make sure to choose 'Smooth' graphics settings first, then you can select 'Extreme' frame rate. This combo will get you 60 FPS.
