I always go for constant harassment. Keep raiding and ambushing their armies to keep them too busy to repopulate.
From my experience, using agents to spread corruption and lower control in regions can make it harder for the AI to repopulate successfully.
Hot take: Just focus on expanding and strengthening your empire. The AI's repopulation won't matter when you're unstoppable!
